One SEO project averages $9,508 from an agency and $2,349 from a freelancer, according to the same Ahrefs survey, a gap of four times. Most agencies are small: in SE Ranking's 2024 survey of 260 agencies, 78% had fewer than 10 people. So the agency premium usually pays for a few extra people, not a large department.

Averages come from the Ahrefs SEO pricing survey, updated August 15, 2024.
How much an SEO agency costs compared with a freelancer
An agency retainer costs about 2.4 times a freelancer's. Ahrefs' survey drew 439 submissions from SEO providers whose websites it checked by hand, and asked each about its prices by business type.

The gap is wider on one-off work. A project from an agency averaged $9,507.84, from a consultancy $8,685.53 and from a freelancer $2,348.63. A technical audit or a site migration is where hiring a freelancer saves the most.

Hourly rates sit closer together: $71.59 for freelancers and $98.90 for agencies. Ahrefs computed those averages from the top of each respondent's price band, so treat them as a ceiling. Retainers are the most common model: 78.2% of providers sell them, 48.9% charge per project and 34.8% bill by the hour.
Agency review platforms show bigger numbers. Clutch's SEO pricing guide, updated September 21, 2026, says most SEO agencies listed there charge $100 to $149 an hour. It puts the average reviewed project at $37,158.66, while most reviewed projects cost under $10,000. A few large engagements pull that average up.
What agencies publish as entry prices
Agencies that list prices start lower than the survey averages. In our October 1, 2026 AI SEO cost study, 21 providers also published a monthly price for a standard SEO package. Their cheapest SEO tier had a median of $664 a month, and the middle half ran from $239 to $1,250.
The 10 US firms among them asked more: a median entry tier of $899 a month, from $99 at a productized service to $3,000 at two US agencies. The lowest tier, $83 a month, came from an Indian agency.
Survey averages and price lists measure different things. Ahrefs asked providers what clients pay on average, across every tier they sell, while a price list shows the cheapest door in. An entry tier often caps the work at a set number of pages or keywords, and the client moves up a tier when that runs out.
SE Ranking's survey points the same way: 64% of agencies offer a monthly retainer below $1,000. A small business can find an agency at a freelancer's price. The question is how much work that tier buys, and who does it.
What the agency premium pays for
An agency fee buys several roles under one contract. A freelancer fee buys one person's skill and time.
Published agency packages show what that means. LeadOrigin's SEO pricing page lists three tiers: Grow at $2,550 a month with an $850 setup fee, Thrive at $4,250 and Lead at $5,950. Those prices include 15% off for a 12-month agreement. Each tier bundles optimized pages, new SEO pages, 1 to 4 blog posts a month, guest posts and Google Business Profile management for 1 to 3 locations.
LeadOrigin prices add-ons per unit: $250 a blog post, $400 a guest post and $50 for each extra page optimized. One freelancer seldom writes, builds links and fixes code at that pace alone.
Agencies are smaller than their websites suggest, though:

SE Ranking's agency survey found 78% of agencies had fewer than 10 people. Size moves price: over 70% of agencies with 25+ employees charge premium rates across all pricing models. Ask any agency who will work on your account each month, and how many other clients that person serves.
- Several roles on one contract
- Account manager between you and the work
- Covers sick days and staff turnover
- Higher monthly minimum
- Scope set by package tiers
- One specialist, one point of contact
- You talk to the person doing the work
- Work pauses when the freelancer is away
- Hourly or per-project work is common
- Scope set by what you agree together
Where agency prices run highest
US and Canadian agencies charge far more than European ones. In SE Ranking's survey, 22% of North American agencies charged retainers over $2,000 a month, against 9% in Europe.

The hourly gap is wider: 40% of US and Canadian agencies charge over $125 an hour, against 6% in Europe. Across all regions, 45% set rates between $50 and $100, and 64% offer monthly retainers below $1,000.
Freelancer rates vary by country even more. Our SEO freelancer rates guide compares hourly and day rates country by country.
Project fees move little by region. Of the agencies surveyed, 66% charge $500 to $2,000 per project, and the US, Canada and Europe show similar spreads. A defined project is the easiest place to compare an agency quote with a freelancer quote.
Contracts, lock-in and how long clients stay
Agencies sell longer commitments. LeadOrigin discounts its retainer and setup fees by 15% for a 12-month agreement. Among the agencies with published AI search prices in our AI SEO cost study, WebFX and LeadOrigin set 6-month minimum terms on their AI search packages on October 1, 2026.

Those terms suit SEO's pace, since results build over months. They also make a poor fit costly to leave. Freelance work is easier to stop: platforms such as Upwork and Fiverr bill per contract or per order, with no term attached.
Freelancers carry a different risk: capacity. In SE Ranking's 2025 SEO salary survey of 279 professionals, 13.7% of freelancers worked a 40-hour week and 17.6% worked 20 hours. Another 9.8% worked fewer than 20 hours. Ask a freelancer how many hours a month are yours, and put the number in the contract. Our SEO contract agreement template lists the clauses to cover.
An agency quotes $3,000 a month on a 6-month minimum. What is the least the engagement can cost if the fit is poor after one month?
Questions to ask an agency or a freelancer
Google's guidance on hiring an SEO, last updated June 5, 2026, applies to both. It suggests seven interview questions, including:
- "Can you show me examples of your previous work and share some success stories?"
- "What kind of results do you expect to see, and in what timeframe?"
- "Will you share all changes made to my site?"
The last question matters more with an agency, where several people may touch the site. With a freelancer, ask what happens to the work if they become unavailable.
When an agency is the smarter choice
Choose an agency when the work needs several skills every month. A site that needs four blog posts, two guest posts and technical fixes each month needs a writer, an outreach specialist and a developer. An agency bundles them; with freelancers you would hire and manage three people.
An agency also makes sense when no one on your team can manage SEO. The account manager does the coordinating that you would otherwise do yourself. If staff turnover would hurt, an agency can reassign work when someone leaves.
When a freelancer is the smarter choice
Choose a freelancer when you can define the work or it fits one person's hours. A technical audit, a migration plan, schema fixes or a steady 20 to 80 hours a month of on-page work all fit. At Ahrefs' averages, the project price falls by about three quarters.
A freelancer also suits a team that already has a writer or a developer and needs an SEO lead to direct them. You pay for expertise, not for roles you already have.
