Google's advice on hiring an SEO says a great time to hire is when you are planning a site redesign or a new site, "the earlier, the better". That timing changes the job. A consultant hired before a redesign writes search requirements for your developers. One hired after a traffic drop has to find the cause first.

What does a freelance SEO consultant do?

A freelance SEO consultant is a self-employed search specialist hired to diagnose why a site does or does not rank, and to plan what to change. Some stop at the plan. Others also make the changes, write the pages or run outreach.

Google's page Do you need an SEO?, last updated June 5, 2026, lists eight services SEOs offer:

  • Review of your site content or structure
  • Technical advice on website development, such as hosting, redirects, error pages and JavaScript
  • Content development
  • Management of online business development campaigns
  • Keyword research
  • SEO training
  • Expertise in specific markets and geographies
  • Optimizing for generative AI

The US government's job profile for search marketing strategists on O*NET lists 36 tasks. Several of them run through other people. The strategist will "coordinate with developers to optimize Web site architecture" and report search results to marketing executives. A consultant's output is often a ticket in your developer's queue, not a change they push live.

Advice or hands-on work?

The split between advice and execution decides what you are paying for. "Consultant" and "specialist" get used for both kinds of work, so ask who will make each change.

Jared Carson, an independent SEO consultant in Utah, writes in his August 2026 pricing post: "If you just want direction and your own team implements it, that's typically a lighter (and cheaper) engagement than someone managing the full build-out themselves."

What you get from an SEO audit

An SEO audit is a written review of a site that ends in a ranked list of fixes. Google's guidance says an audit "should be about giving you realistic estimates of improvement, and an estimate of the work involved". A raw export of crawler warnings does not meet that bar.

Sunny Patel, a UK consultant in Reading, sells an audit on his own site for a fixed £495. It covers technical, content and AI visibility checks and ends in a prioritised action plan, delivered within 5 working days. The fee includes a 60-minute walkthrough of the findings.

A useful audit tells you three things for each issue: what is wrong, how many pages it touches and who has to fix it. Ask for a sample report before you pay. If the sample is a tool export with a logo on it, your audit will be too.

Keep ownership of your Search Console and analytics accounts. Carson's own checklist asks whether you "own my own data", meaning Search Console and analytics, if you part ways. Create the accounts under your company's login and add the consultant as a user.

How much does a freelance SEO consultant charge?

A freelance SEO consultant charges by the project, by the month or by the hour. The first model is where freelancers undercut firms the most. In the Ahrefs SEO pricing survey, published in August 2024, one project from a freelancer averaged $2,348.63. Consultancies averaged $8,685.53 and agencies $9,507.84.

The most common project fee in the survey was $2,501 to $5,000, charged by 21.2% of respondents.

Hourly rates rise with experience

Experience moves the hourly rate less than the type of provider does. Ahrefs found providers with 0 to 2 years in SEO averaged $73.05 an hour and those with 10 or more years $118.35.

Hourly billing suits a narrow question: a second opinion on a migration plan, or a review of a developer's redirect map. It is also the least common model. Most providers sell retainers.

Patel also keeps a panel of 75 UK SEO providers with public prices, checked on 24 and 25 September 2026. Of the 34 that state a ceiling for their retainer, the median top price is £1,493 a month. Seven publish an hourly rate, from £30 to £300.

Freelance consultant, agency or in-house hire?

A freelance consultant's retainer averages less than half an agency's, but it only pays off if your team can do what the consultant recommends. Ahrefs puts the average retainer at $1,348.63 a month for freelancers, $3,209 for agencies and $3,250 for consultancies.

An employee costs more before the first task starts. The median US market research analyst and marketing specialist, the group that includes SEO strategists, earned $78,760 in May 2025, per the Bureau of Labor Statistics. Benefits made up another 30.0% of private employer compensation costs in June 2026, according to the BLS employer costs release.

An agency makes sense when the work needs several skills each month, such as writers, a developer and outreach. A full-time hire makes sense when SEO fills a week: a large ecommerce catalog, or a publisher releasing content daily.

A freelance consultant fits the gap between the two: a site that needs a plan and a few hours of expert review each month.

Contractor status in the US and UK

A freelance consultant is a contractor, and that label has legal tests. The IRS judges independent contractor status on three kinds of evidence: behavioral control, financial control and the type of relationship. Setting a consultant's hours and tools points toward employment.

In the UK, the decision sits with the client. Since 6 April 2021, under the off-payroll working rules (IR35), the client decides the worker's employment status in most cases, including for consultants who work through their own limited company.

How to vet a freelance SEO consultant

Vet a consultant on their past work, their references and a scoped first project. Google suggests a list of interview questions, and the most useful ones for a solo consultant are these:

  • Can you show me examples of your previous work and share some success stories?
  • What kind of results do you expect to see, and in what timeframe?
  • What's your experience in my industry, and in my country or city?
  • Will you share all the changes you make to my site, with the reasoning behind them?

Google adds two checks that cost nothing. Call the consultant's references and ask past clients whether the work was useful and the person easy to work with. Then see whether the consultant asks about your business: your competitors, your customers and how those customers search.

Start with a paid, scoped project rather than a long retainer. An audit or a fix for one page template shows how the consultant works, how they write tickets and whether your team can follow the advice.

Should I hire a consultant or a freelancer for a site migration?

Bring in a consultant before launch to write the redirect map and review the staging site. Google names a redesign as a good time to hire an SEO. Do UK freelance SEO consultants charge VAT?

A UK consultant must register for VAT once taxable turnover passes £90,000 in 12 months, after which the standard VAT rate of 20% goes on most invoices. Ask whether a quote includes tax before you compare it with a US or Asian rate.
