Philippine staff in strategy and project management scored 621 on EF's 2025 English Proficiency Index, the top job function score EF lists for the country. Seotal's pricing page files content work there under the content strategist, where a lead tops out at $6,000 a month.

Neither number shows whether one writer can turn your brief into an accurate page.

How much does a content writer in the Philippines cost?

Seotal's full-time bands for a content strategist in the Philippines climb from $500 a month at junior level to $6,000 at lead, per the Philippine rate table on Seotal's pricing page. The page calls these monthly retainer ranges for full-time freelance roles. It puts part-time engagements at 30 to 50% of those rates.

Adjacent bands meet at their edges. The top of each level is the bottom of the next, so a quote of $2,200 a month could come from a strong mid-level writer or a new senior one.

The pricing page lists Philippine hourly work at $8 to $36, enough for a paid test or a short trial before a retainer.

Across the six markets on the pricing page, the mid-level content strategist band is lowest in Indonesia, at $850 to $1,800. It is highest in Dubai, UAE, at $1,650 to $3,300. The Philippine band sits $100 above India's at both ends.

The role pages split the work in two. A content strategist in the Philippines plans and produces SEO content across blogs, landing pages and editorial calendars. A content manager in the Philippines coordinates production, runs editorial workflows and keeps brand voice consistent across writers.

How strong is written English in the Philippines?

The Philippines ranked 28th of 123 countries on the EF English Proficiency Index 2025, second in Asia and inside EF's high band. Writing, at 603, was the strongest of the four skills measured there. Reading scored 573, listening 567 and speaking 539.

Marketing staff, the job group closest to content work, scored 600. The index lists no separate score for writers or editors.

City scores spread 57 points. Manila led the 36 cities at 603, Cebu scored 585, Davao 579 and Iloilo 546. By region, the Cordillera Administrative Region scored 606 and Ilocos 533, so a writer's location says little on its own.

Against the other markets on the same pricing table, only Malaysia comes close on writing and marketing scores. EF gives Dubai a regional score of 513 but no skill or job function scores. The chart uses the UAE's national figures instead: 462 in writing and 486 for marketing staff.

Agree the scope and the fee in writing before stage one, and pay for each stage. An hourly engagement fits a test, and it shows how the writer logs time.

The brief and outline

Send the brief a hired writer would get: the target query, the reader, the angle, the internal pages to link and a word range. Ask for an outline and a list of questions before any drafting. The questions show whether the writer read for search intent or only for the keyword.

The SEO content test

Grade the draft with questions Google publishes in Creating helpful, reliable, people-first content. Three fit a test article: does it add original information or analysis, does it avoid copying or rewriting its sources, and does it contain factual errors a reader could check?

Open each source link in the draft. A link that returns a 404, or a page that does not contain the cited number, is a test result in itself.

Check the title, meta description and image alt text too. Google's guidance on generative AI content asks for accuracy and quality in that metadata as well as in the body.

The editing test

Hand over a draft with problems planted in it: a statistic its cited source contradicts, a section that drifts off the query, a run of passive sentences, and spelling that breaks your style guide. Score how many the writer finds and how the writer fixes each one.

Tests differ in what they ask of the writer and what they reveal:

The AI-use disclosure policy

Appropriate use of AI or automation is not against Google's guidelines, according to its February 2023 guidance on AI-generated content. The same post says using automation with the primary purpose of manipulating rankings violates its spam policies. It suggests AI disclosures on content where a reader might wonder how it came together.

Volume without value is the named risk. Google's spam policy on scaled content abuse lists using generative AI tools to generate many pages without adding value for users.

Put your policy in writing before the test. List the tools allowed, the stages they may touch and what the writer must disclose, then judge the disclosure at the debrief against the draft itself.

Which red flags should you check before hiring a writer?

An AI detector score is the weakest signal on this list. OpenAI withdrew its own AI text classifier on July 20, 2023, citing its low rate of accuracy. On OpenAI's challenge set of English texts, the tool caught 26% of AI-written text and mislabelled 9% of human-written text as AI-written.

Non-native English writing draws more false alarms. A team led by Weixin Liang and James Zou ran seven GPT detectors on 91 TOEFL essays by human writers and 88 essays by US eighth graders. The study, published in Patterns in 2023, found near-perfect accuracy on the US essays. The TOEFL essays fared worse:

If a detector flags a candidate's test draft, raise it at the debrief and ask the writer to walk through the sources and edits.

These checks hold up better, and most surface during the paid test:

  • Copied or stitched passages. Run the test draft and two portfolio samples through a plagiarism checker. Google's spam policies also list stitching content from different web pages without adding value.
  • Sources that say something else. A figure you cannot find on its cited page fails the SEO test, however clean the prose.
  • Portfolio pieces you cannot trace. Ask for live URLs with the writer's byline, or a client reference for ghostwritten work, and compare the live page with the sample.
  • A brief that came back unread. An outline that ignores the reader or the internal pages in the brief shows up at stage one, before you pay for a full draft.
  • A workflow the writer cannot explain. A writer who signed the AI policy but cannot explain at the debrief how they produced a draft has failed the disclosure stage.

What should a contract with a Philippine writer cover?

Copyright comes first for a US client. Under 17 U.S.C. § 101, a commissioned work counts as a work made for hire only if it falls in one of nine listed categories and both parties sign a written agreement saying so. Otherwise § 204 requires a signed written transfer of ownership.

US tax rules look at where the work happens. IRS Publication 515 says the place where someone performs personal services determines the source of the income, regardless of where the parties signed the contract or where the payer lives. A payer can request Form W-8BEN, which a foreign person gives to a withholding agent or payer.

On the Philippine side, Republic Act No. 10963, the 2017 TRAIN law, gives self-employed individuals and professionals the option of an 8% tax on gross receipts above PHP 250,000. It replaces the graduated rates and the percentage tax, and applies only while gross sales or receipts stay within the PHP 3,000,000 VAT threshold.
